Why does Fox News report on teachers who behave badly to students?

It seems that Fox is unique in its amount of coverage of schoolteachers who tease, grope, or talk dirty with students. I wonder why that is? Does it have something to do with Fox's alleged conservative bias? Is some conservative agenda served by hyping this issue?
