If we Must Do Something About Healthcare -- Why Not Good Policy?

Democrats will NEVER allow Tort reform. To those who won't admit that then tell me why it isn't in the Bill when THEY have the majority? They don't want Tort reform and everyone wants to blame Republicans instead.
